2025 Nubarian Black Muslim to America Treaty

"A Declaration of Peace, Sovereignty, and Mutual Recognition"
By the Lightseed Nation of Nubaria
Signed in Stockton, California

Preamble

In the Name of Allah, the Beneficent, the Merciful.

We, the Nubarian Black Muslims of America—descendants of the Original People, heirs of divine wisdom, and survivors of generational oppression—do hereby present this Treaty to the United States of America, for the purpose of establishing a formal spiritual and national understanding between our communities.

Article I: Recognition of Sovereign Identity

1. The Nubarian Nation identifies as a spiritual nation within a nation, not separate by land, but united by purpose, principle, and destiny.

2. We assert the right to identify as Nubarian Black Muslims, with our own sacred texts, holy days, cultural language, and internal leadership structure.

3. We do not renounce our citizenship in the United States, but we proclaim our primary spiritual allegiance to the Law of Allah, the Wisdom of Elijah Muhammad, and the Order of the Lightseed.

Article II: Religious Freedom and Expression

1. We demand full and unbothered freedom to teach, practice, and organize under Nubarian Islām, which is distinct from orthodox Islam but rooted in the Qur’ān, Supreme Wisdom, and the legacy of Noble Drew Ali and Elijah Muhammad.

2. Our national Jumu'ah prayers, holy convocations, Lightseed Gatherings, and sacred texts are to be respected as valid religious expression.

Article III: Cultural and Educational Autonomy

1. Nubarians shall have the right to establish their own schools, temples, training centers, and rites of passage programs without interference, under the protection of the First Amendment.

2. Our Lightseed Curriculum, Shaktu Code, and 360° Knowledge Systems are intellectual property of our Nation and cannot be tampered with, erased, or falsely represented by outside institutions.

Article IV: Political and Civil Protection

1. We demand protection from unlawful targeting, surveillance, profiling, and harassment by law enforcement and federal agencies, under the guise of extremism or separatism.

2. Our leaders, ministers, and community figures must be free to speak and organize without repression or threat.

Article V: Land, Resources, and Reparative Justice

1. As a spiritual nation within this country, we request designated land and access to resources from this great country—not in opposition, but in recognition of our contribution, suffering, and continued nation-building.

2. Land and resource access is necessary for agriculture, education, worship, economic development, and communal stability.

3. This request is not a demand for separation, but a path toward peace, repair, and dignity within the American framework.

Article VI: Peace and Responsibility

1. We extend a hand of peace to the American people and government, seeking no violence, but righteous dialogue and diplomatic space.

2. We accept our responsibility to raise our people in truth, order, education, self-sufficiency, and lawful conduct.

3. We desire no war, but we will not surrender our identity, our Nation, or our truth.

Closing Declaration

Let it be known: The Nubarian Black Muslim Nation seeks to resurrect the Black man and woman, bring unity among righteous people, and walk in peace with all nations.
But we will bow to no lie, submit to no devil, and forsake no truth.
